Although it may feel as though the postponement of the EMV liability shift to April 2021 just recently occurred, several months have actually elapsed since the delay was announced earlier this year. In fact, when October arrives, the fuel industry will again only be about six months away from the liability shift, which is extremely unlikely to be delayed again.  While an element of uncertainty has pervaded 2020, the liability shift in 2021 is beset by inevitabilities that fuel site operators need to prepare for. Here are 3 of them.....

When and how the U.S. economic recovery happens remains up in the air. But when it does happen, convenience stores will be on the front lines, according to Lori Stillman, vice president of research for industry trade association NACS.  During her presentation at the Conexxus 2020 Annual Education and Strategy Conference.....

Industry prioritizes touchless customer experiences and changes at the POS due to COVID-19, delays EMV liability shift date for automatic fuel dispensers.  Visa shared that EMV now represents 21% of transaction volumes at the fuel pump, a number that has doubled since the beginning of the year. A recent Conexxus report found that 15% of sites are fully EMV-deployed, with 89% of those who have yet to deploy indicating that they intend to do so.....

[NACS] is working with Conexxus to complete detailed specifications that standardize the age verification process at the point of sale. They include ID validation, age calculation, procedures for non-supported IDs and the ability to anonymize verification to protect personal information and consumer privacy.  This verification solution would be offered free to retailers, with the relevant intellectual property placed in the public domain to remove significant barriers to adoption.....

If a retailer has yet to make the transition to EMV, the cost to upgrade might be a major factor in the delay.  Conexxus estimates upgrade costs to run up to $7,000 per pump (more if a total replacement is necessary) — a huge investment in technology that operators feel won’t drive sales, leading many to take a “wait-and-see” strategy on the shift. However, the cost of not making the transition is steep and holding off on upgrading can be a far greater threat to the bottom line.....

Visa has delayed the outdoor EMV liability shift deadline for fuel retailers. However, the six-month delay—from Oct. 1, 2020, to April 17, 2021—does not meet the request originally issued by several fuel industry associations.  The associations made the request because the winter months leading to spring will bring new difficulties for retailers trying to reach EMV activation outside, said Linda Toth, director of standards for Conexxus.....
