The Petroleum Convenience Alliance for Technology Standards (PCATS) announced today the appointment of Thomas R. Oare as its new executive director and CEO, effective February 1, 2009. Mr. Oare replaces the present executive director and CEO, John Hervey, who previously announced his retirement effective January 31, 2009.

Capra Laboratories, LLC (Capra) to provide technical assistance in developing conformance testing tools and to use its interoperability laboratory and services for testing PCATS standards. W. Capra Laboratories is a wholly owned subsidiary of W. Capra Consulting LLC.
